Vladimir E. Shpakovsky was born April 3, 1950, his father was a Priest of the Orthodox Church and his mother a housewife. Vladimir entered the Fine Arts and Graphics Department of the Kursk State Teacher's Institute in 1967. He was taught by Erofeev, Parashechkin, Tchilimkin (famous artists of the Soviet Union).

From 1972-1980, Vladimir worked as a teacher of fine Arts at Buturlinovka State Graphics Art Teacher's College. After that, he taught painting, drawing and visual composition at Voronezh Arts College, (1980-2002)

Vladimir Shpakovsky joined the Artists Union of Russia in 1990. He now heads the Fine Arts Department of Voronezh State Academy of Arts. He has held this position since 1994. He is a full member of International Teacher's training Academy of Science from 2001. He is a permanent participant on different kinds of Art Exhibitions from 1976 until the present time.

2005 Exhibition- Participant in "60 Years-World Without War", Moscow

Many of Vladimir's works can be viewed in Museums and Art Galleries around the world, Belgorod, Ryazan, Voronezh Russia, Germany and the USA, and private collections around the world.

Vladimir E. Shpakovsky received the Certificate of Honored and People's Artists from General Secretary, Brezhnev-Gorby, for President Yeltsin and President Putin. Vladimir received the prestigious honor of being named Academician of Art as well as Academician for achievement in given sphere, chosen by peers.
